Yes on both counts.
To be fair, when I RA with a paragon it's a melee version for fun. By no means do I act like it's better than a warrior, and I really just do it for a different style of play in between playing my warrior, ranger, and mesmer in RA.
The build I usually use:
Dismember
Executioner's Strike
Disrupting Chop
Spear Swipe
Go for the Eyes!
Lead the Way!
Soldier's Fury
Resurrection Signet

Enjoy the Paragon variant of Dragon Slash that I made.
Some would say this is inferior to the Warrior version. I would say it has its ups and downs.
The constant AoE burning is a big plus though and it is amazing for a nuke when paired up with a Fragility mesmer due to the short, yet spammable burning effect you induce on enemies.
30 seconds For Great Justice is where this build really shines though and it allows 30 whole seconds of uber DS spam with only 15 seconds of down-time.
In some cases, you may even ditch SY or Drunken Master for Asuran Scan which results in amazing damage due to the long-lasting DS spam.
Due to the burn, SY potential, and long-lasting FGJ, this makes a very great build that a small few might even demand for some areas.
That said, you still lack Strength and Warrior runes. So you're missing the Strength IASes and if you use Aggressive Refrain instead of Drunken Master, the cracked armor will create a big nuisance for a frontliner such as yourself. You have +12 sword master over +14 in which most people run.
But I still believe this is an efficient Paragon build even if Warriors are preferred. Though I'm not saying this is on par with Imbagon whatsoever.

You can get a 30s long FGJ without any spec on a warrior as well.

Yes, but it's harder to utilize the 20 sec FGJ with a warrior because your timing has to be dead-one.
Either way, I tried my best to make a "melee" paragon. It's probably one of the better builds out there, that is, unless someone can suggest improvements.

I posted in here not that far back. I was looking for an earthshaker variant for paragon. Since it's one of the few melee that can work really well in higher areas. I just looked into it incase their was already an imbagon and no room for a traditional paragon. I am hoping to use it for the deep or urgoz so I can get through it some time.

However it works, one thing is for sure:
It will look awesome. The Paragon Hammer wielding animations are probably the best I have seen in the game

You can look just a thread or 2 below for build ideas on it working. Would have to use some pve skills for movement/ attack speed most likely. But it's certainly viable with decent adrenal gain.
